2023 Call for Projects
The Walla Walla Valley MPO/SRTPO has issued a competitive call for transportation project applications for federal Surface Transportation Block Grant (STBG), Transportation Alternatives (TA), and/or Carbon Reduction Program (CRP) funds. These grant programs are open to jurisdictions, agencies, and non-profit organizations located in Walla Walla County. WSDOT has released updated final allocation figures that impact the total funds available for this project call. Please note the changes to the original application figures below:

Transportation Improvement Program
Federal and state regulations require the WWVMPO/SRTPO to develop a short-term Transportation Improvement Program (TIP) for its metropolitan and regional study areas. Federal requirements call for a four-year, financially constrained list of projects, whereas Washington State regulations stipulate a six-year list of projects. In lieu of producing two separate documents, the combined Walla Walla Valley Metropolitan and Regional Transportation Improvement Program (M/RTIP) is a six-year programming document, which demonstrates financial constraint for federal funds throughout the first four years of the integrated financial plan.
Each year the WWVMPO/SRTPO prepares this document in cooperation with local jurisdictions, the public transportation agencies, and the Departments of Transportation in Washington (WSDOT) and Oregon (ODOT). In order to fulfill its federal and state requirements, the M/RTIP is required to:
The current M/RTIP has met all of these requirements, and has been prepared and submitted in conformance with the regulations and guidelines issued by the FHWA and the FTA. The M/RTIP provides the public, elected officials, state and local staff, transit providers, tribes and other interested parties the opportunity to review programmed projects for consistency with regional and local plans, goals, and policies.

- Identify four years of capital and non-capital projects for which federal funding has been secured from the Federal Highway Administration (FHWA) or the Federal Transit Administration (FTA);
- Identify WSDOT or ODOT projects;
- Demonstrate financial constraint for federally funded projects;
- Identify urban and rural projects from locally adopted programs that are regionally significant and ready for implementation in the next six years regardless of the funding source; and
- Demonstrate consistency with RCW 36.70A, Section 70 of the Washington State Growth Management Act (GMA), requiring transportation planning to be coordinated and consistent with local comprehensive plans.
